Prof. Abdelhak M. Zoubir

Abdelhak M. Zoubir has been a Professor of signal processing and Head of the Signal Processing Group with Technische Universität Darmstadt, Darmstadt, Germany, since 2003. His research interests include statistical methods for signal processing with emphasis on bootstrap techniques, robust detection and estimation and array processing applied to radar, sonar, telecommunications, automotive monitoring and safety, and biomedicine. He has authored or coauthored more than 500 journal and conference papers on the above areas. He was the recipient of several Best Paper awards, and the 2018 IEEE Leo L. Beranek Meritorious Service Award. He was a General Chair and Technical Chair of numerous international IEEE conferences and workshops, most notably as Technical Co-Chair of ICASSP-14. He was on Publication Boards or as Guest Editor of various journals, and the Editor-in-Chief of the IEEE Signal Processing Magazine (2012–2014). Dr. Zoubir was the Chair (2010–2011) of the IEEE Signal Processing Society (SPS) Technical Committee Signal Processing Theory and Methods (SPTM) and was on the Board of Governors of the IEEE SPS as a Member-at-Large (2015–2017). He was the President of the European Association of Signal Processing from 2017 to 2018. He is a Fellow of the IEEE, a Fellow of the European Association for Signal Processing (EURASIP) and an IEEE Distinguished Lecturer (Class 2010--2011). He is a Member of the German National Academy of Science and Engineering.

Assoc. Prof. Yik-Chung Wu

The University of Hong Kong, China


Yik-Chung Wu received the B.Eng. (EEE) degree in 1998 and the M.Phil. degree in 2001 from the University of Hong Kong (HKU).  He received the Croucher Foundation scholarship in 2002 to study Ph.D. degree at Texas A&M University, College Station, and graduated in 2005.  From August 2005 to August 2006, he was with the Thomson Corporate Research, Princeton, NJ, as a Member of Technical Staff.  Since September 2006, he has been with HKU, currently as an Associate Professor.  He was a visiting scholar at Princeton University, in summers of 2015 and 2017.


His research interests are in general areas of signal processing and communication systems, and in particular Bayesian inference, distributed algorithms, and large-scale optimization.  Dr. Wu served as an Editor for IEEE Communications Letters, and IEEE Transactions on Communications. He is currently a Senior Area Editor for IEEE Transactions on Signal Processing, an Associate Editor for IEEE Wireless Communications Letters, and an Editor for Journal of Communications and Networks.  He was a symposium chair for many international conferences, including IEEE International Conference on Communications (ICC) 2023.  He received four best paper awards in international conferences, with the most recent one from IEEE International Conference on Communications (ICC) 2020.  He was elected the Best Editor of the year 2023 in IEEE Wireless Communications Letters. He is a senior member of the IEEE.

Prof. Bo Chen

IEEE Senior Member, Harbin Institute of Technology (Shenzhen), China


Chen Bo, Ph.D., National High-level Talent Project young top talent, currently professor and doctoral supervisor of Academy of Space Science and Application Technology/Academy of Space Science and Technology, Director of Key Laboratory of Intelligent Processing and Application of Space Remote Sensing Big Data of Guangdong University. He has long been committed to the research of satellite data intelligent calculation and application, space big data, space-time grid coding and other directions, presided over and completed more than 20 projects such as 973 project, 863 project, national key research and development project, 173 project, published 3 monographs, published more than 100 papers, and obtained more than 20 invention patents. Some of the achievements have been transformed and applied and developed into five national standards and three project group standards, serving important national industries and fields such as natural resources, Beidou and Gaofen. He has won 2 first prizes and 10 second prizes at the provincial and ministerial level. He is also an expert in a national data science and technology theme group and a member of the National Beidou Satellite Navigation Mark Technical Committee TC544.

Prof. Rahim Tafazolli

Rahim Tafazolli (Senior Member, IEEE) was appointed as a Regius Professor of electronic engineering for the recognition of his exceptional contributions to digital communications technologies over the past 30 years, in May 2018. He was elected as a fellow of the Royal Academy of Engineering, London, U.K., in 2020. He was the Chairman of EU Expert Group on Mobile Platform (e-mobility SRA) and Post-IP working Group in e-mobility and the past Chairman of WG3 of WWRF. He is currently a Professor of mobile and personal communications and the Director of the 5G and 6G Innovation Centre, Institute of Communication Systems, University of Surrey, Guildford, U.K. He is a Technical Advisor in many mobile companies, has lectured, chaired, and been invited as a keynote speaker to a number of IEE and IEEE workshops and conferences. He is nationally and internationally known in the field of mobile communications. He has been active in research for more than 30 years and authored or coauthored more than 1200 research articles. He is a fellow of IET and the Wireless World Research Forum (WWRF).

Prof. Theodoros Tsiftsis

Theodoros Tsiftsis was born in Lamia, Greece, in November 1970. He received the degree in Physics from the Aristotle University of Thessaloniki, Greece, in 1993, and the M.Sc. degree in Digital Systems Engineering from the Heriot-Watt University, Edinburgh, Scotland, U.K., in 1995. Also, he received the M.Sc. degree in Decision Sciences from the Athens University of Economics and Business, Greece, in 2000 and the Ph.D. degree in Electrical Engineering from the University of Patras, Greece, in 2006. He is currently a Professor in the Department of Informatics and telecommunications at the University of Thessaly, Greece. He has authored or co-authored over 270 technical papers in scientific journals and international conferences. His research interests include the broad areas of wireless communications with emphasis on 6G communication technologies, ultra-reliable and low-latency communication (URLLC), reconfigurable intelligent surface (RIS), rate-splitting multiple access (RSMA), physical layer security (PLS), and optical wireless communications.


Dr. Tsiftsis served in the Editorial Boards of the IEEE Transactions on Communications, IEEE Transactions on Vehicular Technology, and IEEE Communications Letters. He is currently an Associate Editor of the IEEE Transactions on Wireless Communications, and IEEE Transactions on Mobile Computing. Prof. Tsiftsis was appointed as an IEEE Vehicular Technology Society Distinguished Lecturer for two terms (2018-2022).

Xu Lexi, CCF professional member, IEEE senior member, China Unicom Research Institute is a senior engineer, China Unicom ITU, ETSI, 3GPP, CCSA expert. He is the chairman of TPC and Workshop of several international conferences, the editor of three international journals, and the editor of one English monograph. Mainly engaged in big data research and development and standardization, mobile communication network research and development, participated in a number of national/provincial and ministerial level key projects, won more than 10 provincial and ministerial level/industry level awards. He has published more than 90 papers and granted more than 10 patents.

Qinglei Kong (Member, IEEE) received the B.Eng. degree in communication engineering from Harbin Institute of Technology, Harbin, China, in 2012, the M.Eng. degree in electronic and information engineering from Shenzhen Graduate School, Harbin Institute of Technology, Shenzhen, China, in 2015, and the Ph.D. degree from the School of Electrical and Electronics Engineering, Nanyang Technological University, Singapore, in 2018.,She was a Research Scientist with the Cyber Security Cluster, Institute for Infocomm Research, Singapore, and Tencent Security, Shenzhen. She is currently an Assistant Professor with Harbin Institute of Technology. Her research interests include applied cryptography, satellite security, and satellite edge computing.

Assist. Prof. Feng Yin

Feng Yin received his B.Sc. degree from Shanghai Jiao Tong University, China, and his M.Sc. and Ph.D. degrees from Technische Universitaet Darmstadt, Germany. From 2014 to 2016, he was a postdoc researcher with Ericsson Research, Linkoping, Sweden. Since 2016, he has been with The Chinese University of Hong Kong, Shenzhen and is currently an assistant professor of the School of Science and Engineering. His research interests include statistical signal processing, Bayesian learning and optimization, and sensory data fusion. He has published more than 30 top-tier journal papers, 40 conferences, and 20 patents/standards. He was a recipient of the Chinese Government Award for Outstanding Self-Financed Students Abroad in 2013 and the Marie Curie Young Fellowship from the European Union in 2014. He was the finalist for the IEEE CAMSAP best paper award in 2013 and received the best paper award of ICSINC conference in 2022. He is an IEEE senior member and currently serving as the Associate Editor for the Elsevier Signal Processing Journal.

Prof. Zhansheng Duan

Zhansheng Duan (Member, IEEE) received the B.S. and Ph.D. degrees from Xi'an Jiaotong University, Xi'an, China, in 1999 and 2005, respectively, and the Ph.D. degree from the University of New Orleans, New Orleans, LA, USA, in 2010, all in electrical engineering.,In 2010, he was an Assistant Professor/Research with the Department of Computer Science, University of New Orleans. In 2010, he joined the Center for Information Engineering Science Research, Xi'an Jiaotong University, where he is currently a Full Professor. He has authored or coauthored two books titled Multisource Information Fusion (Beijing, China: Tsinghua University, 2006, 2010, and 2022) and Principal Component Analysis Networks and Algorithms (Singapore: Springer, 2017), one book chapter, and 106 journal and conference proceedings papers. His research interests include estimation and detection theory, target tracking, information fusion, nonlinear filtering, and performance evaluation.,Dr. Duan was a Member of the Board of Directors of the International Society of Information Fusion from 2018 to 2020. He is a Member of the Honor Society of Eta Kappa Nu.

Prof. Liang Zhao

Liang Zhao (Member, IEEE) received the Ph.D. degree from the School of Computing, Edinburgh Napier University, Edinburgh, Scotland, in 2011.,He is a Professor with Shenyang Aerospace University, Shenyang, China. Before joining Shenyang Aerospace University, he was an Associate Senior Researcher with Hitachi Research and Development Corporation, Beijing, China, from 2012 to 2014. He is a Visiting Professor with the University of Electro-Communications, Chofu, Japan. He has published more than 150 articles. His research interests include ITS, VANET, WMN, and SDN.,Prof. Zhao was listed as a Top 2% of Scientists in the world by Standford University in 2022 and 2023. He was the recipient of the Best/Outstanding Paper Awards at 2015 IEEE IUCC, 2020 IEEE ISPA, 2022 IEEE EUC, 2023 IEEE SustainCom, and 2013 ACM MoMM. He served as the Chair for several international conferences and workshops, including the 2022 IEEE BigDataSE (Steering Co-Chair), the 2021 IEEE TrustCom (Program Co-Chair), the 2019 IEEE IUCC (Program Co-Chair), and the 2018–2022 NGDN Workshop (Founder). He is an Associate Editor of Frontiers in Communications and Networking and Journal of Circuits Systems and Computers. He is/has been a Guest Editor of IEEE Transactions on Network Science and Engineering and Journal of Computing (Springer). He is also a JSPS Invitational Fellow in 2023.

Prof. Robert Morelos-Zaragoza

Robert H. Morelos-Zaragoza was born in Houma, Louisiana, U.S.A. He received the BSEE and MSEE degrees from the National Autonomous University of Mexico (UNAM) in 1985 and 1987, respectively, and the PhD degree in Electrical Engineering from the University of Hawaii at Manoa, in 1992. He was an Assistant Professor at Instituto Tecnologico y de Estudios Superiores de Monterrey (ITESM) of Mexico in 1992-1993. In 1993-1995, he held postdoctoral positions at Osaka University, Japan, and Nara Instutue of Science and Technology, Japan. Robert was a research associate of Imai Laboratory of the University of Tokyo, in 1995-1997. During the period 1997-1999, he was a staff member of the Channel Coding Group of LSI Logic Corporation. In 1999-2002, he was a researcher of Sony Computer Science Laboratories (Sony CSL) in Tokyo, Japan. Robert joined the faculty of the Department of Electrical Engineering of SJSU, as an associate professor, in August 2002. Since 2004, he has been a consultant for companies such as Intel, SanDisk and Iberium on applications of error correcting coding to high-reliability memory servers, flash memories and digital TV broadcast receivers. His research interests include error correcting coding (ECC/FEC), advanced digital communication receiver design, software-defined radio (SDR), space-time signal processing techniques and ultra-wideband (UWB) communication systems. Prof. Morelos-Zaragoza is a senior member of IEEE, and member of IEICE (Japan) and of Eta Kappa Nu.

Paolo Mercorelli received the master’s degree in electronic engineering from the University of Florence, Florence, Italy, in 1992, and the Ph.D. degree in systems engineering from the University of Bologna, Bologna, Italy, in 1998. In 1997, he was a Visiting Researcher for one year at the Department of Mechanical and Environmental Engineering, University of California, Santa Barbara. From 1998 to 2001, he held a postdoctoral position at Asea Brown Boveri, Heidelberg, Germany. From 2002 to 2005, he was a Senior Researcher and the Leader of the Control Group, the Institute of Automation and Informatics, Wernigerode, Germany. From 2005 to 2011, he was an Associate Professor of process informatics at the Ostfalia University of Applied Sciences, Wolfsburg, Germany. Since 2012, he has been a Full Professor (Chair) of control and drive systems with the Institute for Production Technology and Systems (IPTS), Leuphana University of Lueneburg, Lueneburg, Germany. His current research interests include mechatronics, automatic control, and signal processing.

Gordana Jovanovic Dolecek (gordana@ieee.org) received her Ph.D. degree from the Faculty of Electrical Engineering, University of Sarajevo, Bosnia and Herzegovina. She is a full professor at the Institute INAOE, Department of Electronics, Tonantzintla, Puebla, Mexico 72740, which she joined in 1995. Her research interests include digital signal processing and digital communications. In 2012, she received the Science and Technology Puebla State Award for her research work in electronics. She is an associate editor for IEEE Transactions on Circuits and Systems II: Express Briefs; IEEE Transactions on Circuits and Systems I: Regular Papers; IEEE Circuits and Systems Magazine; and IET Signal Processing. She is a member of the Mexican Academy of Sciences and National System of Researchers (SNI) Mexico and a Life Senior Member of IEEE.
